BACKGROUND
The Capelan Confederation was created in 2367 by
five powerfull worlds : Sarna, Sian, Chisholm, Capella
and Chesterton.
The first year was chaotic because they needed to
elect a ruler. Each state fought for it's own candidacy,
until Franco Liao, owner of a small and water-poor
mining world , convinced the leaders of Capella,
Chesterton and Sian to support him.
Since the beginning of it's existence, the Confederation
have battled with the Free Worlds League, their
nearest neighbors. The war was a non-stop conflict
for centuries, but the Capellan forces usually came
out on the short end.
In 3025, the Capellan Confederation lost more than
half of his starting territory. That doesn't mean
they are weak. In fact, it's one of the strongest
faction out there. Since they have small borders,
they are now able to heavily garrison all their
remaining holdings. We can say the Confederation
has been in peace with their neighbors for the last
50 years.
They control less than 40 worlds, but these settled
worlds have a complex political and economical structure.
The Liao family controls now 3 of the 6 Commonalities,
giving them a near-complete control over Court and
Houses policy.
